What is the point system (Housing Valuation System)?
The Housing Valuation System for homes (WWS), also known as the point system, is a system used to determine whether a residential property can be rented out in the regulated or the private sector. The maximum rent of a social housing property is also determined in this way. Properties outside the regulated sector are not bound by a maximum rent.
In case of disputes between tenants and landlords about the rent, the Rent Tribunal checks if the requested amount is allowed, based on the housing valuation system.
How does the point system work?
Property owners can perform a point calculation. The point calculation is based on multiple factors, including the following:
- Living area
- Number of heated rooms
- Available amenities in the kitchen and bathroom
- Presence of outdoor space
- Energy efficiency of the property
- WOZ value
The points awarded by the different components and the corresponding rent prices are laid down in tables. These tables can be found on the Dutch government's website. If the rent is higher than what is stated in the tables, it is considered an unreasonable rent, and a tenant of a social housing property can request a rent reduction through the Rent Tribunal.
